The diversity of nanotechnologies and of the governance challenges that their applications raise calls for exploration and learning across different cases. We present an Upstream Oversight Assessment (UOA) of expected benefits and potential harms of nanoparticles made of a synthetic polymer (PLGA) to improve vaccines for farmed salmon. Suggested by Jennifer Kuzma and colleagues, an UOA may help identify and prioritise research needs, and it may support evaluations of the adequacy of relevant existing regulatory frameworks. In this work, the UOA (...) approach is modified and supported with elements from the uncertainty analysis framework developed by Warren Walker and colleagues. Empirically, we draw on relevant available published literature and insights generated in an ongoing nanoparticle salmon vaccine project, in which one of the authors participates. Nanotechnologies have not previously been encountered in the regulatory context of fish vaccines, which in part raises unique challenges due to prospective large scale vaccine use in semi-open aquatic systems. Strengthened through cooperation between ELSA and technology researchers we found the UOA useful for an early mapping of benefits and concerns, and for identifying areas in need of further research prior to a nanoparticle based salmon vaccine is developed and taken into use. We consider our approach to represent one among several complementing initiatives that seek to contribute to early stage evaluations of possible negative side effects, broadly conceived, in order to facilitate a more robust nanotechnology development. Jorge Luis Borges is working for decades now on the execution of the nightmare. Perhaps his most celebrated instance is "Tlon, Uqbar, Orbis Tertius ". It would take much work to sift the fabricated references in Borges' works from the ones deliberately misread from the over-emphasis on an author's casual remark, etc.

In lieu of an abstract, here is a brief excerpt of the content:.. MERELY A MAN OF LETTERS" an interview with Jorge Luis Borges* Philosophy and Literature: Why don't you tell us about some of the philosophers who have influenced your work and in whom you have been the most interested? Jorge Luis Borges: Well, I think that's an easy one. You might talk in terms of two: Berkeley and Schopenhauer. But I suppose Hume might be worked in also, because, (...) after all, Hume refutes Berkeley. Really, he comes from Berkeley—even if Berkeley comes from Locke. You might think of Locke, of Berkeley, and of Hume as being three links in an argument..... But I suppose that when someone refutes someone else in philosophy, he is carrying on the argument. P&L: And Schopenhauer? Borges: Schopenhauer is very different from Hume. Of course, Schopenhauer had his idea of the Will. That is not to be found in Hume.... The case of Berkeley was different. I suppose he thought of God as being aware of all things all the time, if I don't get him wrong. If we go away, does this room disappear? No, because God is thinking about it. Now, in the case of Schopenhauer, I was rereading Die Welt als Wille und Vorstellung, The World as Will and Idea, and I was rather taken aback, or baffled I should say, puzzled by something that keeps on recurring in Schopenhauer. Of course it may have been a slip of the pen, but as he goes back to it, and as he was a very careful writer, I wonder if it is a slip of the pen. For example, Schopenhauer begins by saying that the universe, the stars, the spaces in between, the planets, *On April 14, 1976, two editors of Philosophy and Literature, along with an interested colleague, interviewed Jorge Luis Borges at Michigan State University, where he held a position as visiting professor for the winter term. These remarks are edited from the transcript of that conversation. 337 338Philosophy and Literature this planet, those things, have no existence—except in the mind which perceives them. But then, to my surprise—and I suppose you can explain this to me, since you are philosophers and I am not—what Schopenhauer says is that all those things have no existence except in the brain. And that the universe—I remember these words, I don't think I'm inventing them now—"ist ein Gehirnphänomen," that the world is a cerebral phenomenon. Now, I was baffled. Because, of course, if you think of the universe, I suppose the brain is as much a part of the external world as the stars or the moon. The brain after all is a system of visual, of tactile, perceptions. He keeps on insisting on the brain. I don't think, for example, that Bishop Berkeley insists on the brain, or Hume, who would have insisted on the mind, consciousness. P&L: People sometimes say that they see Berkeley in stories like "Orbis Tertius." Borges: Yes, I suppose they do. Well, of course. But in that story I was led by literary means also. P&L: How do you distinguish the literary from the philosophical means in that story? Could you explain that? Borges: Very easily.... Encyclopedias have been my chief reading. I have always been interested in encyclopedias. I used to go to the Biblioteca National in Buenos Aires—and since I was so shy, I felt I could not cope with asking for a book, so I looked on the shelves for the Encyclopaedia Britannica. I would pick up any chance volume and I would read it. One night I was richly rewarded, because I read all about the Druses, Dryden and the Druids—a treasure trove, no?—all in the same volume, "Dr-." Then I came to the idea of how fine it would be to think of an encyclopedia... a very rigorous one of course, of an imaginary world, where everything should be linked. For example, you would have a language and then a literature, and then a history and so on. Then I thought I would write a story of a fancy encyclopedia. Discussions of artificial intelligence have been shaped by two brilliant thought-experiments: Turing’s Imitation Test for thinking systems and Searle’s Chinese Room Argument. In many ways, debates about large language models (LLMs) struggle to move beyond these original, opposing thought-experiments. So, in this paper, I ask whether we can move debate forward by exploring the features Sceptics about LLM abilities take to ground meaning. Section 1 sketches the options, while Sections 2 and 3 explore the common requirement for a robust relation (...) between linguistic signs and external objects. Section 3 argues that concerns about worldly connections can be met and thus that outputs of LLMs should be viewed as genuinely meaningful. Section 4 then turns to the argument that the kind of derived meaning explored in Section 3 is insufficient for LLMs to count as meaningful systems per se, looking at the claim that they must possess original intentionality before we admit them to the space of meaning. I argue that this demand is not a prerequisite for meaning per se, but rather for some kinds of agency or conscious understanding. I suggest that the demands for original intentionality are not currently met by LLMs and that we should be cautious about whether we want them to be. (shrink)

A standard objection to so-called ‘minimal semantics’ (Borg 2004, 2012, Cappelen and Lepore 2005) is that minimal contents are explanatorily redundant as they play no role in an adequate account of linguistic communication (those making this objection include Levinson 2000, Carston 2002, Recanati 2004). This paper argues that this standard objection is mistaken. Furthermore, I argue that seeing why the objection is mistaken sheds light both on how we should draw the classic Gricean distinction between saying and implicating, and how (...) we should think about the key philosophical notion of assertion. Specifically, it reveals that these ideas are best understood primarily in socio-linguistic terms (resting on the degree of liability a speaker is held to have for linguistically conveyed content). Big Data and Artificial Intelligence have a symbiotic relationship. Artificial Intelligence needs to be trained on Big Data to be accurate, and Big Data's value is largely realized through its use by Artificial Intelligence. As a result, Big Data and Artificial Intelligence practices are tightly intertwined in real life settings, as are their impacts on society. Unethical uses of Artificial Intelligence are therefore a Big Data problem, at least to some degree. Efforts to address this problem have been dominated by (...) the documentation of Ethical Artificial Intelligence principles and the creation of technical tools that address specific aspects of those principles. However, there is mounting evidence that Ethical Artificial Intelligence principles and technical tools have little impact on the Artificial Intelligence that is created in practice, sometimes in very public ways. The goal of this commentary is to highlight four interconnected areas society can invest in to close this Ethical Artificial Intelligence publication-to-practice gap, maximizing the positive impact Artificial Intelligence and Big Data have on society. For Ethical Artificial Intelligence to become a reality, I argue that these areas need to be addressed holistically in a way that acknowledges their interdependencies. Progress will require iteration, compromise, and transdisciplinary collaboration, but the result of our investments will be the realization of Artificial Intelligence's and Big Data's tremendous potential for social good, in practice rather than in just our hopes and aspirations. Some demonstrative expressions, those we might term ‘bare demonstratives’, appear without any appended descriptive content (e.g. occurrences of ‘this’ or ‘that’ simpliciter). However, it seems that the majority of demonstrative occurrences do not follow this model. ‘Complex demonstratives’ is the collective term I shall use for phrases formed by adjoining one or more common nouns to a demonstrative expression (e.g. ‘that cat’, ‘this happy man’) and I will call the combination of predicates immediately concatenated with the demonstrative in such phrases (...) the ‘matrix’ of the expression. The question, then, is how we should construe the logical form of such expressions within a semantic theory for our language; and I wish to suggest that some recent answers to this question are, in fact, mistaken. The structure of the paper is as follows: first, I wish to highlight two (often underlying) assumptions about the nature of noun phrases in general, and suggest that, if they are both adopted, they apparently constrain the possible accounts of the logical form of complex demonstratives to just three options. The second and third parts of the paper will be concerned with expanding these options and arguing that none of them are adequate; thus the major part of the paper is concerned with the negative claim that the most obvious moves to make in this area must actually fail on closer inspection. The fourth and final section will then (very briefly) sketch the positive thesis of the paper: that we can deliver a clear and cohesive account of complex demonstratives, armed simply with elements which we will draw from David Kaplan’s theory of demonstratives, but only at the cost of rejecting (or at least refining) one assumption we recognised initially. Mirror neurons are neurons which fire in two distinct conditions: (i) when an agent performs a specific action, like a precision grasp of an object using fingers, and (ii) when an agent observes that action performed by another. Some theorists have suggested that the existence of such neurons may lend support to the simulation approach to mindreading (e.g. Gallese and Goldman, 1998, 'Mirror neurons and the simulation theory of mind reading'). In this note I critically examine this suggestion, in both (...) its original and a revised form (due to Iacoboni et al., 2005, 'Grasping the intentions of others with one's own mirror neuron system'), and argue that the existence of mirror neurons can in fact tell us very little about how intentional attribution actually proceeds. Philosophers often assume that folk hold pain to be a mental state – to be in pain is to have a certain kind of feeling – and they think this state exhibits the classic Cartesian characteristics of privacy, subjectivity, and incorrigibility. However folk also assign pains (non-brain-based) bodily locations: unlike most other mental states, pains are held to exist in arms, feet, etc. This has led some (e.g. Hill 2005) to talk of the ‘paradox of pain’, whereby the folk notion (...) of pain is inherently conflicted. Recently, several authors have rejected the paradox view, arguing instead that folk hold a univocal, bodily view (i.e. pains are properties of various body parts, not of minds). This paper presents six objections to the bodily view of the folk concept of pain. We then outline a direction for future research – the ‘polyeidic approach’ – whereby the folk notion of pain is held to encompass various divergent (potentially conflicting) strands and we suggest that certain problems surrounding the treatment and communication of pain might be usefully be viewed through the lens of the polyeidic approach. I propose and defend the conjecture that what explains why Gettiered subjects fail to know is the fact that their justified true belief depends essentially on unknown propositions. The conjecture follows from the plausible principle about inference in general according to which one knows the conclusion of one’s inference only if one knows all the premises it involves essentially.

In this chapter I argue that in the TTP we find overlooked and compelling evidence supporting the reading of Spinoza as a pantheist. The plan is as follows. I begin by laying out, in Section 1, four principal reasons that have been put forward against the reading of Spinoza as a pantheist: (i) the idea that the identification of God and nature lacks textual evidence, (ii) the claim that for Spinoza God is active and nature is passive, (iii) the view (...) that for Spinoza God is independent and nature is dependent, and (iv) the claim that for him whereas God is simple and indivisible, nature is complex and divisible. In Section 2, I contend that in the TTP we find strong evidence that shows that (i) is false and the claim that Spinoza accepts (ii) is incorrect. In Section 3, I turn to reasons (iii) and (iv) against the pantheist interpretation. I argue that when God and nature are understood as two ways of conceiving one and the same thing, as Spinoza posits in the TTP, then reasons (iii) and (iv) are no longer problematic for reading Spinoza as a pantheist. Finally, in Section 4 I show that the identification of God and nature has important advantages of accommodating two claims made by Spinoza: that infinite modes share the propria of substance and that the existence of modes follows necessarily from the existence of God’s attributes. Both patients and clinicians frequently report problems around communicating and assessing pain. Patients express dissatisfaction with their doctors and doctors often find exchanges with chronic pain patients difficult and frustrating. This chapter thus asks how we could improve pain communication and thereby enhance outcomes for chronic pain patients. We argue that improving matters will require a better appreciation of the complex meaning of pain terms and of the variability and flexibility in how individuals think about pain. We start by examining (...) the various accounts of the meaning of pain terms that have been suggested within philosophy and suggest that, while each of the accounts captures something important about our use of pain terms, none is completely satisfactory. We propose that pain terms should be viewed as communicating complex meanings, which may change across different communicative contexts, and this in turn suggests that we should view our ordinary thought about pain as similarly complex. We then sketch what a view taking seriously this variability in meaning and thought might look like, which we call the “polyeidic” view. According to this view, individuals tacitly occupy divergent stances across a range of different dimensions of pain, with one agent, for instance, thinking of pain in a much more “bodycentric” kind of way, while another thinks of pain in a much more "mindcentric” way. The polyeidic view attempts to expand the multidimensionality recognised in, e.g., biopsychosocial models in two directions: first, it holds that the standard triumvirate— dividing sensory/cognitive/affective factors— needs to be enriched in order to capture important distinctions within the social and psychological dimensions. Second, the polyeidic view attempts to explain (at least in part) why modulation of experience by these social and psychological factors is possible in the first place. It does so by arguing that because the folk concept of pain is complex, different weightings of the different parts of the concept can modulate pain experience in a variety of ways. Finally, we argue that adopting a polyeidic approach to the meaning of pain would have a range of measurable clinical outcomes. (shrink)

In this paper I argue against a criticism by Matthew Weiner to Grice’s thesis that cancellability is a necessary condition for conversational implicature. I argue that the purported counterexamples fail because the supposed failed cancellation in the cases Weiner presents is not meant as a cancellation but as a reinforcement of the implicature. I moreover point out that there are special situations in which the supposed cancellation may really work as a cancellation.

In this paper I want to explore the arguments for so-called ‘unarticulated constituents’ (UCs). Unarticulated constituents are supposed to be propositional elements, not presented in the surface form of a sentence, nor explicitly represented at the level of its logical form, yet which must be interpreted in order to grasp the (proper) meaning of that sentence or expression. Thus, for example, we might think that a sentence like ‘It is raining’ must contain a UC picking out the place at which (...) the speaker of the sentence asserts it to be raining. In §1 I will explore the nature of UCs a little further, and, in §2, suggest that we can recognise two different forms of argument for them.. (shrink)

Recent studies of scientific interaction based on agent-based models suggest that a crucial factor conducive to efficient inquiry is what Zollman has dubbed ‘transient diversity’. It signifies a process in which a community engages in parallel exploration of rivaling theories lasting sufficiently long for the community to identify the best theory and to converge on it. But what exactly generates transient diversity? And is transient diversity a decisive factor when it comes to the efficiency of inquiry? In this paper we (...) examine the impact of different conditions on the efficiency of inquiry, as well as the relation between diversity and efficiency. This includes certain diversity-generating mechanisms previously proposed in the literature, as well as some factors that have so far been neglected. This study is obtained via an argumentation-based ABM. Our results suggest that cautious decision-making does not always have a significant impact on the efficiency of inquiry while different evaluations underlying theory-choice and different social networks do. Moreover, we find a correlation between diversity and a successful performance of agents only under specific conditions, which indicates that transient diversity is sometimes not the primary factor responsible for efficiency. Altogether, when comparing our results to those obtained by structurally different ABMs based on Zollman’s work, the impact of specific factors on efficiency of inquiry, as well as the role of transient diversity in achieving efficiency, appear to be highly dependent on the underlying model. Manifesta o caminho da verdade do ser à maneira humana e do ser no mundo de tudo quanto há. Heidegger define esse caminho ontológico incontornável como sendo o da metafísica ocidental, hoje culminante na época da técnica. Mas, numa abordagem meta-ontológica, o fenómeno ontológico de poder esquecer constitui uma possibilidade para o existir de cada um, enquanto projecto. O não-esquecimento compulsivo-obsessivo (...) inibe o a-vir, reduzindo-o a interpretações sedimentadas, pre-determinadas por situações hermenêuticas do sido, congeladas num não-passado. A presente abordagem pretende considerar esta duplicidade do possível e do não-possível, radicada no olvido e na abertura afectiva, ao encontro e ao seu novum, assim habilitado. In this paper, the relationship between the e-value of a complex hypothesis, H, and those of its constituent elementary hypotheses, Hj, j = 1… k, is analyzed, in the independent setup. The e-value of a hypothesis H, ev, is a Bayesian epistemic, credibility or truth value defined under the Full Bayesian Significance Testing mathematical apparatus. The questions addressed concern the important issue of how the truth value of H, and the truth function of the corresponding FBST structure M, relate to (...) the truth values of its elementary constituents, Hj, and to the truth functions of their corresponding FBST structures Mj, respectively. Emma Borg examines the relation between semantics and pragmatics, and assesses recent answers to fundamental questions of how and where to draw the divide between the two. She argues for a minimal account of the interrelation between them--a 'minimal semantics'--which holds that only rule-governed appeals to context can influence semantic content.

‘Pragmaticist’ positions posit a three-way division within utterance content between: (i) the standing meaning of the sentence, (ii) a somewhat pragmatically enhanced meaning which captures what the speaker explicitly conveys (following Sperber and Wilson 1986, I label this the ‘explicature’), and (iii) further indirectly conveyed propositions which the speaker merely implies. Here I re-examine the notion of an explicature, asking how it is defined and what work explicatures are supposed to do. I argue that explicatures get defined in three different (...) ways and that these distinct definitions can and do pull apart. Thus the notion of an explicature turns out to be ill-defined. (shrink)

Para Peirce, a generalidade tem um caráter distributivo, isto é, o caráter de uma lei que pode ser aplicada a qualquer coisa que possa existir numa classe, sem afirmar se há alguma coisa ou qual é essa coisa, mas fornecendo uma descrição de como os individuais dessa classe devem ser selecionados (EP 2:284, 1903). Rodrigues (2017) afirma que Peirce não considera que a generalidade expressa nos quantificadores universais tenha o caráter coletivo, no sentido de significar um determinado grupo singular, uma (...) coleção dada. Em 1905, Peirce (EP 2:352-353) afirma que “um termo coletivo é singular, pois ele denota um grupo dado e um uma coleção dada”. Em 1908, no entanto, Peirce utiliza o termo ‘coletivo’ para descrever a classe dos signos que possuem objeto dinâmico de terceiridade, que é a categoria da generalidade. Entretanto, ele também emprega o termo “distributivo” para descrever a classe dos signos que possuem objeto imediato de terceiridade. Notamos, assim, que, ao propor suas dez tricotomias, Peirce emprega tanto o termo “coletivo” quanto o termo “distributivo” para descrever o modo de ser da terceiridade, ou seja, da generalidade. Logo, embora Peirce tenha negado que a generalidade tenha o caráter coletivo no caso dos quantificadores lógicos, ele considerou usar o termo “coletivo” vinculado à generalidade dos objetos dinâmicos. É necessário, portanto, discutir o sentido do termo “coletivo” aplicado à terceiridade na tricotomia do objeto dinâmico. Esse é justamente o objetivo deste artigo que começa apresentando o problema do uso dessa terminologia na semiótica e as noções de coletivo e distributivo na semântica e na filosofia. Em seguida, mostra como os termos aparecem nos textos em que Peirce concebe as dez tricotomias e foca no uso do termo “coletivo” a partir de duas cartas, uma para William James, de 1909, e outra para o lógico inglês P. E. B. Jourdain, de 1908. A partir delas, apresentamos a relação entre o termo “coletivo” e a noção de continuidade que culmina na distinção das coleções finitas e enumeráveis e coleções infinitas e inumeráveis, sugerindo que a noção de coletivo no objeto dinâmico tem o sentido de uma coleção infinita e inumerável, associando a noção de objeto dinâmico à noção de contínuo. En este trabajo, proponemos un marco metafísico naturalista para una variante del posibilismo basada en una concepción bilocalizada de la modalidad. Luego de revisar problemas característicos de posiciones alternativas, exploramos la aplicación de este marco al caso de la interpretación modal-hamiltoniana de la mecánica cuántica. Finalmente, revisamos problemas previos a la luz de esta nueva propuesta.

This paper argues that a necessary condition on inferential knowledge is that one knows all the propositions that knowledge depends on. That is, I will argue in support of a principle I call the Knowledge from Knowledge principle: (KFK) S knows that p via inference or reasoning only if S knows all the propositions on which p depends. KFK meshes well with the natural idea that (at least with respect to deductively valid or induc- tively strong arguments) the epistemic status (...) of one’s belief in the conclusion of an argument is a function of the epistemic status of the attitudes one has to the premises of that argument. One gets what one puts in: S’s belief in the conclusion C of an argument A has epistemic status E for S only if S’s belief in each of the premises C depends on also has epistemic status E.1 This is compatible, of course, with the epistemic status of S’s conclusion being greater than the epistemic status of the premises on which the conclusion of her reasoning depends. Furthermore, even though KFK applies more straightforwardly to non-suppositional inferences, we can also plausibly apply the principle to sup- positional reasoning if we treat S’s assuming for the sake of argument that p,2 as S assuming for the sake of argument that she knows that p.3 Although extremely plausible, philosophers have failed to present a concerted case in support of KFK. Most of their energy goes to articulating and/or defending some form of closure principle for knowledge.4 What is more, recently versions of this principle have been dismissed as problematic but I think without the reasons in its support been fully appreciated. This paper is an e fort to change the current state of affairs. Its focus is positive, however: my goal is to make the best case I can in support of KFK.5 To that end, the paper presents the reasons we have to accept KFK (§1), consid- ers an objection to the principle (§2), and situates the principle in the broader normative context of knowledge norms (§3). Saul Kripke argued that the requirement that knowledge eliminate all possibilities of error leads to dogmatism . According to this view, the dogmatism puzzle arises because of a requirement on knowledge that is too strong. The paper argues that dogmatism can be avoided even if we hold on to the strong requirement on knowledge. I show how the argument for dogmatism can be blocked and I argue that the only other approach to the puzzle in the literature is mistaken.

I answer a recent critique of fictionalism given in this journal by Archer and Wojtowicz and show how my version of fictionalism, which includes proto-pretence, aliefs, and fight-or-flight responses as key elements, explains engagement in certain kinds of sport.

Across a series of seminal works, Ruth Millikan has produced a compelling and comprehensive naturalised account of content. With respect to linguistic meaning, her ground breaking approach has been to analyse the meaning of a linguistic term via the function it performs which has been responsible for securing the term’s survival. This way of looking at things has significant repercussions for a number of recent debates in philosophy of language. This paper explores these repercussions through the lens of what is (...) known as semantic minimalism, using the tenets of minimalism to draw out some questions for Millikan’s approach to the semantics/pragmatics divide. Looks at a classic problem for formal theories of meaning, stemming from the existence of expressions whose meaning depends, in part, on the context in which they are produced. I answer a recent critique of fictionalism given in this journal by Archer and Wojtowicz and show how my version of fictionalism, which includes proto-pretence, aliefs, and fight-or-flight responses as key elements, explains engagement in certain kinds of sport.

In his important recent book, Ethics and the Global Financial Crisis: Why Incompetence is Worse than Greed, Boudewijn de Bruin argues that a key element of the global financial crisis of 2007–2008 was a failure of epistemic virtue. To improve matters, then, de Bruin argues we need to focus on the acquisition and exercise of epistemic virtues, rather than to focus on a more ethical culture for banking per se. Whilst this is an interesting suggestion and it is indeed very (...) plausible that an increased focus on proper knowledge-related behaviour will be part of a solution, we are sceptical both about de Bruin’s overarching theoretical claims and about his practical suggestions for change. Instead we argue that change in this sector is best promoted by reconceiving of the relationship between financial institutions and the societies they serve, and that this is fundamentally not an epistemic but a moral issue. According to standard philosophical and clinical understandings, pain is an essentially mental phenomenon (typically, a kind of conscious experience). In a challenge to this standard conception, a recent burst of empirical work in experimental philosophy, such as that by Justin Sytsma and Kevin Reuter, purports to show that people ordinarily conceive of pain as an essentially bodily phenomenon—specifically, a quality of bodily disturbance. In response to this bodily view, other recent experimental studies have provided evidence that the ordinary (‘folk’) concept (...) of pain is more complex than previously assumed: rather than tracking only bodily or only mental aspects of pain, the ordinary concept of pain can actually track either of these aspects. The polyeidic (or ‘many ideas’) analysis of the folk concept of pain, as proposed by Emma Borg et al., captures this complexity. Whereas previous empirical support for the polyeidic view has focused on the context-sensitivity of the folk concept of pain, here we discuss individual differences in people’s ‘pain priors’—namely, their standing tendencies to think of pain in relatively mind-centric or body-centric ways. We describe a preliminary empirical study and present a small number of findings, which will be explored further in future work. The results we discuss are part of a larger programme of work which seeks to integrate philosophical pain research into clinical practice. For example, we hypothesise that variations in how patients with chronic pain are thinking about pain could help predict their responses to treatment. (shrink)
